The Executive Director of Kampala Capital City Authority (KCCA) Hajat Sharifah Buzeki has signed a memorandum of understanding with one David Derrick Luwagga, the owner of the contested land at Buyala along the Kampala-Mityana road that KCCA wants to use for its proposed waste management facility.
Speaking at the event that was held at the KCCA headquarters at City Hall, Buzeki appreciated their legal guidance from the National Environment Management Authority (NEMA), the Attorney General’s Chambers, the Mpigi district leadership and the host community for their guidance and clearance.
She explains that the Buyala site which sits on 230 acres, is centrally located to serve Kampala, Wakiso and Mpigi districts, with a receptive community.
Buzeki adds that this land is to be used for immediate emergency waste disposal and for future development of a modern engineered landfill with recycling and waste to energy facilities.
She explains that the next step in the project timeline will now commence including the development studies on environmental and social safeguards towards design, financing and development of an integrated waste management program in collaboration with other stakeholders.
She thus celebrated the contract signing as a key milestone in addressing Kampala’s waste management crisis hence reaffirming KCCA’s vision of creating a cleaner and more sustainable future for Kampala and the neighboring urban communities.
However, Luwagga didn’t comment anything on the MoU which they signed.
